scenario 1: demise of the Regional Support Teams

In this most brutal of scenarios, Sacramento County DHHS simply cannot fund the RSTs any more. Between 8,000 and 9,000 mentally ill friends, neighbors, and family members who are medically indigent or who rely on Medicare and Medi-Cal will suddenly have no access to mental health care. They will be unable to get the supportive care and prescriptions for medications that have allowed them to live successfully in the community. Without treatment, many will end up in emergency rooms. Some will seek care in the County's overburdened psychiatric hospital. Some will get arrested and receive their care through the penal system. Some will become homeless or seek relief from their symptoms through illegal drugs. Costs will soar. All will suffer.

SacDoc could enable a lower-cost alternative to the defunct RST system...

  1. funded by a Sacramento County government reorganized to recognize the benefits of providing cost-effective psychiatric care to its citizens
    1. delivered through a newly-created community mental health center
    2. delivered through the shell of a decommissioned RST
    3. delivered through the existing Primary Care Clinic
  2. funded by MHSA money or other state source
  3. funded as an FQHC or other Federal grant
  4. funded by a private grant/endowment
  5. operating on a fee basis (wouldn't you pay $50/month to get decent mental health care for a sick and suffering family member?)
  6. operating by and for the community under a radically reimagined private-public model

SacDoc can be used to implement a humane, cost-efficient solution to the problems posed by the diminution or demise of the RSTs.
